proposal: allow content moderators to edit mediawiki pages
Now that rollbacks can edit protected pages, the only unique ability possessed by content moderators that they can delete pages, so I feel it's appropriate for them to gain the ability to edit MediaWiki pages.
Content moderators are trusted members of the community and if someone needs to make an edit to a MW page I'm sure they could do so. It would also allow bureaucrats to temporarily promote users so they can edit MW without granting full admin rights.
Strong support - Should have been suggested sooner. They are trusted content editors, and if they can be trusted to edit everything else, there's no reason why they shouldn't be trusted to edit MediaWiki pages as well. All MediaWiki edits are recorded in Special:WikiActivity, and it's just a matter of undoing the edit, if the edit doesn't work.
Well personally I disagree that discussion mods should be able to edit it, since editing MediaWiki pages is a content ability, and discussion mods are considered to be a social user-group. Plus they can't edit fully protected pages at the moment.
I know that being able to edit MediaWiki pages are a separate user-right from being able to edit fully protected pages, but I personally feel that to be able to edit MediaWiki pages, you should be able to edit fully protected pages as well.
